満65歳になって、東ドイツ政府に移民申請をすれば、無条件で西ドイツに移住できた。これは、当時の東ドイツにおける年金支給開始年齢であり、たとえ移住であれ65歳以上の人口が減れば、年金を払う必要がないため政府の支出がそれだけ減るという実に都合のいい理由が背景にあった。それ以外に、東ドイツ政府に移民申請をして、許可が下りれば、他国への合法的移住が可能である。しかし言うまでもなく、許可は滅多におりず、65歳まで待つことが出来ないため、非合法の亡命という手段をとったものが圧倒的に多い。
